The Renters’ Rights Bill: September 2025 update

Following a summer recess, there are now further developments regarding the Renters’ Rights Bill’s legislative timetable.

The House of Commons considered the amendments to the Renters’ Rights Bill proposed by the House of Lords on 8 September 2025. These will now return to the House of Lords for further consideration on 14 October 2025. At this stage, it is unlikely that any significant changes will be introduced or accepted.

It is anticipated that Royal Assent may be granted by late October or early November 2025. If this timeline holds, the new legislation could come into effect in early spring 2026, however the government has yet to confirm an implementation date.

Baroness Taylor has stated that landlords and tenants will be given adequate notice ahead of the Bill coming into force and we expect further clarification on the timetable following the House of Lords session in October.

In the meantime, the current legal framework remains in place, and landlords may continue to serve Section 21 notices and Section 8 notices in accordance with existing rules.
